History
The Aquia Harbour Police Department was established in 1977. The Aquia Harbour Police Department (AHPD) functions as a private police department dedicated to serving the Aquia Harbour community. Officers within the Police Department undergo rigorous training that aligns with the standards set by the Virginia Department of Criminal Justice Services, ensuring they meet the same professional requirements as officers from the Stafford County Sheriff’s Office (SCSO). This high level of training equips officers with the skills and knowledge necessary to effectively handle a wide range of law enforcement duties within the community.
AHPD operates under the authority of Virginia state law and maintains a formal partnership with the Stafford County Sheriff’s Office through a Memorandum of Understanding (MOU) established with Sheriff Decatur. This agreement formalizes the roles and responsibilities of AHPD in relation to the county’s law enforcement, fostering strong cooperation and coordination between the two agencies. Given that AHPD is typically the first responder to all calls for service within Aquia Harbour, this close working relationship with the Sheriff’s Office is vital for ensuring efficient and effective responses to incidents.
Under Virginia Code § 9.1-101, private police departments like the Aquia Harbour Police Department are required to operate within the framework of an MOU. This agreement specifically outlines the duties and responsibilities of the private police department and the county’s chief law enforcement officer regarding the conduct of criminal investigations. This legal framework helps ensure that the Police Department's operations are transparent, accountable, and integrated with the broader public safety system, ultimately enhancing the security and well-being of the Aquia Harbour community.
